Notice of MOHURD on Hastening Construction of HPF’s Comprehensive Service Platform

To all provincial and automous regions’ housing & urban-rural development departments, housing provident fund management committees of all directly governed municipalities and Xinjiang Production and Construction Corps, housing provident fund management centers:

Our nation’s housing provident fund has seen vigorous growth in recent years in terms of its scale, nudging up its diversified and well-rounded services amid the rising demand of paying entities and paying employees for bettering housing provident fund services. Initial attempts and remarkable achievements have been made in some provinces and cities to conduct exploratory development and applications of internet and information technology such as customer service in cyberspace, self-service terminals, mobile apps, WeChat and Weibo official accounts in a bid to improve efficiency and quality of housing provident fund services. However, in general, actual application of information technology to housing provident fund services lags behind due to outstanding obstacles such as inadequacy of channels for service handling, absence of unified criteria and low service efficiency, not commensurate with the rising demand of paying entities and paying employees for housing provident fund services, hindering development of the housing provident fund system. To push ahead with development and construction of the comprehensive service platform for housing provident fund, we hereby notify you of the following in a bid to expand housing provident fund service channels, boost service efficiency and effectively safeguard the legitimate rights and interests of paying employees:

 

1. Define objectives: The comprehensive service platform for housing provident fund, an intergral part of the informatization development and construction, is comprised of service channels, data interface, comprehensive management system and security assurance system, featuring functions such as information query, service handling, information issuing and interactive communication. All cities comprising subordinate districts are required to make best use of the internet plus technology and expedite development and construction of the comprehensive service platform for housing provident fund that is multi-functional, convenient, safe and efficient, and above all, conducive to serving paying entities and paying employees. Municipalities, provincial capital cities, sub-provincial cities and some advantageous cities comprising subordinate districts should basically complete the construction of the comprehensive service platform for housing provident fund prior to the end of 2016. Other cities comprising subordinate districts should basically complete the construction of the comprehensive service platform for housing provident fund before the end of 2017. Those advantageous provinces and automous regions may conduct the construction of the provincial comprehensive service platform for housing provident fund in light of the actual situation. Certain provinces, such as Qinghai, Hubei, Ningxia and Sichuan, are encouraged to take the lead in conducting trials and basically complete the construction of the provincial comprehensive service platform for housing provident fund before the end of 2016.

 

2. Expand service channels: Greater efforts should be made to pave the way for launching internet-based and mobile applications to end users in tandem with streamlining service outlets, and expand service channels with multiple alternative service accesses for interoperability in a bid to build an integrated service system in alignment with the rising needs of paying entities and paying employees for delivery of more diversified and personalized service. Service nodes need to be comprehensively adjusted or tweaked, and the features of various service channels closely examined and well harnessed so that they are leveraged to fit the needs of the services. We shall redouble our efforts to promote and improve the 12329 housing provident fund hotline, expedite the construction of provincial-level 12329 SMS platform for outreach of the service functions. Therefore, you are requested to build part or all of the service channels including web portals, customer service in cyberspace, self-service kiosks, mobile apps, WeChat and Weibo official accounts commensurate with actual situations pertaining to the scale of the housing provident fund, management capability and traits of the users in the corresponding regions.   

 

3. Enhance comprehensive management: All service channels should be connected to the comprehensive management system for centralized management on a consolidated basis, cross-channel information sharing and interoperability and concertedness. The comprehensive management system should be connected with the service operation system as per consolidated data interface criteria for real-time electronic data interchange.

 

 4. Safeguard security of operation: Safeguard system needs to be perfected, and security management system to be improved, by strictly abiding by the national code of practice on information system security, establishing measures for physical and environmental security of the platform, internet security and data protection, building a mechanism for preventive controls against service operational risks and fund risks to prevent any leakage or manipulation for safeguarding fund transfer and settlement, and enhancing monitoring and analysis of the operation of the comprehensive service platform to remove security risks and secure the operation of the comprehensive service platform.

   

 5. Clarify jobs and responsibilities: Organizational leadership needs to be strengthened for the construction of the comprehensive service platform for housing provident fund, and roles such as supervisors, coodinators and responsible persons are to be defined. All housing provident fund management centers should designate or establish dedicated working teams responsible for construction and management of the comprehensive service platforms, and make appropriate arrangements accordingly for allocation of the special fund in alignment with actual needs of the comprehensive service platforms during construction and operation.   

All of you are requested to become aware of the importance of construction of the comprehensive service platform for housing provident fund, increase the sense of responsibility and urgency, make scientific plans and take the initiative in subsequent implementation to hasten the pace for completion of the comprehensive service platform for housing provident fund and put it into use to upgrade the standard for housing provident fund service and management in furnishing convenient, effficient and reliable service to paying entities and paying employees.
