This is to issue Notice on Release of Method on Implementation of Fiscal Year 2013’s Adjustment of Shanghai Housing Provident Fund payment base and Monthly Payment Amount Upper and Lower Limits, based on Notice on Adjustment of Shanghai Housing Provident Fund payment base £ŠUpper and Lower Limits of Monthly Payment Amounts for Fiscal Year 2013 (SHPFMC[2013]No.8), for you to follow accordingly.

Adjustment of Shanghai Housing Provident Fund payment base and
Monthly Payment Amount Upper and Lower Limits
1. Scope and Timeline for payment base Adjustment
All units having finished housing provident fund monthly payment for June 2013 shall participate in payment base adjustment, which is to be carried out in July and August of 2013, scheduled for completion prior to end of August.
2. Paying Units’ Payment Review
Paying units’ payment review for 2013 is to be conducted in combination with the municipal housing provident fund payment enforcement inspection. All paying units shall prepare relevant documentation and conduct self review pursuant to requirements of enforcement inspection to protect employees’ legitimate rights and interests. CCB cannot proceed to paying units’ annual payment base adjustment until paying units have completed self review, and provided them with the complete set of required documents.
3. payment base Adjustment
(1) payment base adjustment means
payment base adjustment shall adopt both online and outlet approaches.
(2) Operating procedures for payment base adjustment
1). Each unit shall proceed to payment base adjustment within the timeline prescribed by respective CCB outlets or Shanghai Housing Provident Fund Website after finishing housing provident fund monthly payment for June 2013.
2). Those units resorting to outlets for payment base adjustment shall prepare a USB flash disk and go to the designated HPF service outlets to obtain respective electronic data files as per CCB’s announcement, enter employees’ actual salaries basis and relevant information according to working instructions of the electronic files, and print forms such as “Summary of Housing Provident Fund payment base Adjustment for 2013” accordingly.
Those units adopting online payment base adjustment approach, such as registered member units of Shanghai Housing Provident Fund Website, shall use the unit member system or the webpage version for non-member units, to complete the process of payment base adjustment, and can obtain real time adjustment results of either success or failure. Please refer to Shanghai Housing Provident Fund Website for instructions on online payment base adjustment procedures.
3). All units, except those units adopting online adjustment approach, shall take to respective payment base adjustment services outlets the completed electronic data files, “Summary of Housing Provident Fund payment base Adjustment for 2013”, “Shanghai Provident Fund Monthly Payment Form” for July 2013, Appendix to Shanghai Provident Fund Monthly Payment Form, Breakdowns of Shanghai Provident Fund Monthly Payment Changes (in cases of manpower changes), the transfer cheque and relevant information change form (applicable to those units resorting to service outlets approach that need any information change).
Those units applying for reduced housing provident fund payment rate shall additionally carry Reduced Housing Provident Fund Payment Rate and/or Postponed Housing Provident Fund Payment Application Form that is already completed and authorized.
