Official Ceremony Held for Conferring 4th ¡°CCB Cup¡± Top 100+ & Best Credit Companies upon Outstanding HPF Paying Units of Shanghai Municipality

Official ceremony was held on December 25 jointly by SPFMC and Shanghai Trade Union for conferring the honorary titles of 4th “CCB Cup” Top 100+ & Best Credit Companies on the outstanding HPF paying units of Shanghai municipality for commendation as a result of cyber selection event.

Division Chief of Website Office of SPFMC He Xiaoying, on behalf of the organizing committee, briefed the meeting on the cyber selection process for 4th “CCB Cup” Top 100+ & Best Credit Shanghai HPF Paying Units. Chief of Security Affairs Department of Shanghai Trade Union Chen Meiqin, on behalf of the organizing committee, read the resolution on conferring the honorary titles of 4th “CCB Cup” Top 100+ & Best Credit Shanghai HPF Paying Units and excellent organizing awards. Leaders of the organizing committee granted awards to the representatives of 130 city-level Top 100+ & Best Credit paying units and 22 winners of excellent organizing awards. Representatives from HPF paying units such as Shanghai Post Company Central Bureau of Postal District, China Mobile Group Shanghai Co.,Ltd., Shanghai Foreign Service Co., Ltd. and Shanghai Coinage Co.,Ltd. communicated their own experience as well as the characteristics of HPF management and services. Secretary of SPFMC’s party committee Liu Yadong and Assistant Manager of CCB Shanghai Branch Wu Yiqiang made speeches at the meeting.

All HPF paying units took an active part in applying for and participating in the selection since the launching of the cyber selection event in July 2012. After preliminary review and nomination by respective districts and counties, the organizing committee of the event selected 150 city-level Top 100+ & Best Credit paying units and had them posted on the website for online employee opinion polls, which resulted in final selection of 130 city-level 4th “CCB Cup” Top 100+ & Best Credit HPF paying units such as Shanghai Post Company Central Bureau of Postal District, 968 district-level Top 100+ & Best Credit HPF paying units, and 1653 creditable paying units. Excellent organizing awards were granted to 22 winners including management divisions of SPFMC such as Management Division of Huangpu District, district or county (industry) trade unions and CCB’s district or county sub-branches, for their meritorious endeavor in the event, which lasted half a year and incarnated the following four features:

Firstly, selection platform for Top 100+ & Best Credit Paying Units was expanded, from city level down to district level, from over one hundred up to over one thousand, to make creditable paying units visible and tangible to vast HPF paying units and to bring into play its exemplary role.

Secondly, more enthusiasm and participation was observed in the application for Top 100+ & Best Credit Paying Units. The biennial selection event has been attracting the attention of more and more companies and enjoying growing popularity ever since its initial launch in 2006. The number of participants enrolled for Top 100+ selection increased in each event. Altogether, 1515 companies applied for Top 10 & Best Credit Paying Units, more than tripled over previous 469 units.

Thirdly, employees showed more attention and enthusiasm in Top 100+ selection. Numerous units had their employees vote in polls and participate in rating paying units, with total employee votes amounting to 282000. To cite as an example Shanghai Post Company Central Bureau of Postal District, which ranked No. 1 on the Top 100+ list, it received favorable ratings from 679 employees, accounting for one third of its entire staff. Therefore, polls indeed reflected that such companies deserved the title of Top 100+ HPF paying unit.

Fourthly, brisk work and tacit cooperation at district level paved the way for close communication between the three co-organizers including district HPF Management Divisions, Shanghai Trade Union and CCB’s sub-branches as well as close connection between the management and paying units.

In the course of Top 100+ application and selection, HPF payment policies were collectively, widely and effectively promoted so that both units and citizens came to further understand HPF payment policies with their legal consciousness continually strengthened, which gave an impetus to increasing HPF payment rate, advocating good conduct of proactive payment and expanding HPF payment coverage.
